Developer smackdown, round VII: parks, family housing in West Loop vs. South Loop

The neighborhoods now known as the South Loop and the West Loop were once upon a time centers of industry, full of manufacturing buildings and their attendant infrastructure. Parks were not a priority and neither was housing, certainly not housing suitable for families. How have the areas changed and which scores better in these key categories?
