BOMA, businesses fight tax cap

Two powerful business groups have filed lawsuits claiming that legislation designed to give homeowners property tax relief is shifting the tax burden unfairly to them in violation of the Illinois constitution.

The Chicagoland Chamber of Commerce and the Building Owners and Managers Association of Chicago claim that the 7 percent assessment cap that Gov. Rod Blagojevich signed into law in July puts a disproportionate share of the bill for running schools and local governments onto landlords, businesses and residences not in the affected areas.

Cook County Assessor James Houlihan pushed for the legislation, which he says will result in lower tax bills for 80 percent of owner-occupied homes this year in Chicago.
