U.S. housing starts fell 7.9 percent in January, to their lowest levels since August in part because of inclement weather.

Residential construction starts fell to a seasonally-adjusted annual rate of 1.903 million units from a downwardly revised 2.067 million rate in December, according to the U.S. Commerce Department.
