Is there a more lifeless strip in urban America?

I’ve been almost everywhere in urban America, and Sheridan Road in Edgewater is as bleak as it gets.

It has tremendous population density, beaches, and auto traffic, but no reason to stop along it, and no reason to walk it despite the fact that 45% of the households in East Edgewater don’t have a car.

What can be done, at this late date, to fix Sheridan Road and why does there seem to be so little focus on its problems?
