Who would want to stay in a hotel where the building is still being built? Imagine the noise and dust.

This hotel is a pretty hermetically sealed environment. I’m willing to bet that the noise and dust will be virtually nil.
There wouldn’t be any dust whatsoever! The exterior portion of the project under construction will be dozens of storeys higher than the hotel. And obviously, interior work done on the 75th floor would have virtually no effect on anything on the lower hotel levels. They don’t even share mechanical systems.
