Shining a light on the "shadow budget": Chicago Reader talks about TIF

Dumke and Sam Adams posted a companion piece on the Reader blog yesterday about where TIF dollars do and don’t go — among the examples given is the $2.5 million spent to demolish a homeless shelter and make way for the Emerald condos, many of which remain unsold.
