Will a soft Lake Forest market lead to granny flats?

Trib Local recently reported that Lake Forest is considering amending its zoning code to allow second living units, e.g. coach houses and garage apartments, on single-family properties.

According to a news release for the public forum that the Tribune covered:

Current economic conditions have made the sale of larger properties, with historic homes and outbuildings, more challenging. Many of the outbuildings in Lake Forest are important historic structures and allowing for adaptive reuse of them may encourage investment in the properties.

Although the topic is under discussion it doesn’t seem to have been specifically identified as a strategic priority (pdf) in Lake Forest’s 2013-2018 Strategic Plan (pdf).

The 6-bedroom, 5 ½ bath home at 435 E Illinois Rd in Lake Forest has been on the market for nearly a year and is currently listed for sale at $2,195,000 and for rent at $7,000 a month. A separate coach house on the property is listed for rent at $2,100 a month.
