Residents of West Rogers Park are hoping that the city’s recent creation of a TIF district around Touhy Avenue will revitalize the relatively quiet street, particularly the stretch between Sacramento and Rockwell streets. At the moment, Touhy has a small number of eateries, a book store and a clothing store.
