Is Humboldt Park Puerto Rican?

The Chicago Tribune recently referred to a new museum of Puerto Rican arts and culture as “the latest in a series of developments that emphasize Humboldt Park’s Puerto Rican identity."

The 2000 U.S. Census tells us that blacks outnumbered Hispanics in Humboldt Park. And common sense tells us that not all HP Hispanics are Puerto Rican.
